The Wyoming SBDC Network is proud to announce Devan Costa-Cargill as our 2025 State Star. Each year, this national award recognizes an extraordinary performer who demonstrates a strong commitment to the success of America’s small businesses. For those who have worked with Devan - Regional Director for Big Horn, Hot Springs, Park, and Washakie counties—this recognition is a testament to her “boots on the ground” dedication to Wyoming entrepreneurs.
Devan approaches her work with a drive to connect people with the resources they need to thrive. That work takes Devan all over the Big Horn Basin, and she enjoys the nature of the job, noting that she might start her day advising in a restaurant before opening time and end it in a client’s garage start-up after hours.
“I think I have the best job ever,” she says. “It is dynamic and new every day.”
Devan credits much of her growth to the support of her team whom she describes as a “reservoir of knowledge.”
Looking ahead, Devan believes the future of Wyoming small business lies in shifting our perspective from scarcity to resourcefulness. She champions the idea that while small businesses may not have the scale of Amazon, they have the superpower of face-to-face connection.
“Wyoming is poised to set the stage,” Devan says. “We can carve a new path, applying our pioneer mindset to the obstacles ahead.”
